Message from the Director General

Towards a New Model of Social Support

The speech of His Majesty the King, may God Assist Him, delivered at the opening of the legislative session of October 2023, set the reference framework for the Direct Social Assistance Initiative, which has been implemented in an exemplary manner, based on the principles of good governance, efficiency, and transparency.

Thanks to the Enlightened Royal Directives, Morocco today ranks among the very first countries in Africa and the region to have established an integrated Direct Social Assistance system, inspired by the best international practices. The Kingdom stands out in particular for its budgetary effort in favor of direct social assistance, representing 2% of GDP, placing it among the most advanced countries on the continent in terms of social support.

Created and made operational at the end of 2024, under the impetus of His Majesty the King, the National Agency for Social Support (ANSS) is committed to this dynamic with the objective of transforming Direct Social Assistance from a system of aid into a true driver of economic empowerment and social inclusion.

To realize this transformation, ANSS will gradually establish a network of offices across the regions of the Kingdom, in order to ensure the management of assistance that is territorialized, human-centered, and well-targeted.

Through a presence closer to beneficiaries, supported by a network of dedicated social officers, these regional offices will play a key role in delivering personalized support tailored to local specificities. Their mission will be to encourage formal economic activity, promote school success, and strengthen access to basic social services.

In this way, ANSS reaffirms its commitment to ensuring Direct Social Assistance with lasting impact, in service of a fairer and more united Morocco, faithful to the Royal Vision of His Majesty the King, may God Assist Him.

Biography of Wafâa Jemali


Wafâa Jemali, appointed by His Majesty King Mohammed VI as Director General of the National Agency for Social Support (ANSS), previously served as Secretary General to the Head of Government since the formation of the government in October 2021.

In this role, she contributed to various key dossiers carried out by the Executive and oversaw the mid-term review of the government’s program. Among the major areas she supported were those related to strengthening the social state: the generalization of compulsory health insurance, the implementation of direct social assistance, the reform of the health, education, and higher education sectors, as well as the institutionalization of social dialogue.

Wafâa Jemali is a graduate of the Standard Program and holds a Master’s degree in Business Law from ISCAE. She also holds a Master’s degree in Public Policy Management from Sciences Po Paris. Since 2023, she has been a member of the World Economic Forum’s “Young Global Leaders” and, in this context, obtained a certificate from Harvard Kennedy School through the “Global Leadership and Public Policy” program.
